The BLOOM Frontline Workforce Initiative is a practical workforce development program supporting communities located near active conflict zones across Ukraine.
Implemented through the BLOOM consortium together with Mercy Corps, Swisscontact, IRC, Right to Protection, and Milwaukee Tool CEE, the initiative delivers hands-on construction training, digital skills, and workforce preparation designed for the realities of reconstruction in frontline regions.
The program supports women, internally displaced persons, wounded veterans, and vulnerable communities rebuilding their livelihoods during wartime conditions. Despite airstrikes, damaged infrastructure, and ongoing disruptions, participants continue learning modern construction methods and preparing for employment opportunities connected to Ukraine’s recovery.

Training That Continues Even Under Fire
The first graduating BLOOM cohort in Kharkiv marked a major milestone for workforce development in frontline regions.
Participants completed hands-on training in modern construction methods, digital workflows, and professional tool usage while living and learning in areas located close to active combat zones.
Graduates are continuing education, entering reconstruction-related careers, and helping rebuild communities directly impacted by the war.
The initiative proves that rebuilding is not only a future goal — it is already happening through education, skills development, and local resilience.
